BackgroundBackground

Germany has long been a strong supporter of tropical forest conservation, backed by sustained political commitment and significant international climate finance. It provides substantial funding through both bilateral and multilateral mechanisms such as the Forest Carbon Partnership Facility (FCPF), the Central African Forest Initiative (CAFI) and Amazon Fund. Germany is one of the six non-tropical forest country sponsors actively contributing to the development and governance design of the TFFF, and serves on the Interim Steering Committee convened by Brazil to guide the initiative ahead of its formal launch.

Following the recent federal elections, debates on Germany’s national budget and international climate finance commitment, including its potential contribution to the TFFF are moving forward under the new government. The exact size of Germany’s investment remains undecided. In August 2025, both the environment and development ministers signaled that TFFF funding is on the way. According to DER SPIEGEL, Development Minister Reem Alabali-Radovan’s ministry is advocating for a financing concept, with a final decision expected in November. Environment Minister Carsten Schneider confirmed in an interview that he had assured his Brazilian counterpart: “We will participate in funding the Forest Facility.” However, neither ministry has disclosed an amount. Moreover, as per sources, in September 2025 a formal request was also made by the German government for a proposal on how Germany’s TFFF investment could be structured.

“We currently do not have the right mechanism for preserving standing forests […] The TFFF – it is a fantastic idea […] There are still a lot of questions to be answered […] We are from the German side behind it” He also raised environmental integrity, respecting the rights of local communities and ensuring that the TFIF investments do not undermine the climate agenda as issues that are still to be solved.

"Brazil has presented an innovative proposal for international forest protection with strong ownership by forest countries and strong participation by the private sector"

- Spokesperson for Minister Reem Alabali-Radovan, German Federal Ministry for Economic Cooperation and Development

“I want to applaud your message. To be very clear, this is the leadership we need here at the HQ of the UN. Thank you for that. From the first second I heard about the TFFF, I said this is groundbreaking because it fills a financial gap and a gap of fairness. For us, it is essential that President Ajay Banga is by your side… It is a very clear message to our public banks. It sends a message of credibility that is needed to make the deal done in Belem. We will be there and we will applaud you.”

- Mr. Jochen Flasbarth, State Secretary at the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety
